Work is gathering pace on 70 new affordable homes near the north Norfolk coast, with the first families expected to move in by January.
Flagship Homes, part of housing provider Bromford Flagship, is building a total of 70 homes across two neighbouring villages, Bacton and Walcott, both within touching distance of the beach.

At The Sandpipers off Ostend Road in Walcott, 23 affordable rent homes are on track to be completed by January. The scheme includes some single-bedroom bungalows with wheelchair adaptations.

Meanwhile at St Andrew’s Meadow off Coast Road in Bacton, the first 10 of 47 new homes should be ready for people to move into by June next year. The development includes 28 homes for affordable rent and 19 for shared ownership.

An open day is being planned before next spring for anyone interested in the shared ownership properties, giving people a chance to see what’s on offer and find out how they could get a foot on the housing ladder with a low deposit.

All the homes at both sites are being built with modern timber frames and fitted with air source heat pumps and solar panels, helping to cut energy bills and lower carbon emissions. Both developments are part-funded by Homes England, the government’s housing and regeneration agency.

Councillor Wendy Fredericks, North Norfolk District Council’s Deputy Leader and Portfolio Holder for Housing & People Services, said seeing the homes come together was brilliant news for the area.

“We’ve got a severe shortage of homes here in North Norfolk. Over 2,400 people are currently on our housing list waiting for a home, and even those with high housing need often face a long wait. Only 238 affordable homes became available across the whole district in 2024/25, so every single new home we can build matters enormously.

“The shared ownership homes at Bacton are a fantastic opportunity for people who might think homeownership is out of reach. You don’t need a massive deposit, and you’re buying a share that’s right for your budget whilst paying affordable rent on the rest. It’s a real pathway onto the housing ladder, especially for younger families or key workers who are being priced out of buying outright in our coastal communities.

The homes at St Andrew’s Meadow are being built by Ipswich-based Aspen Build, whilst Marfleet & Bradshaw is the principal contractor at The Sandpipers. Both projects have been part funded by Homes England. All the affordable rent homes will be managed by Victory Homes, the housing association that’s part of Bromford Flagship alongside Flagship Homes.

What is shared ownership?

Shared ownership lets you buy a share of a property and pay rent on the remaining share owned by a housing association. You’ll need a smaller deposit than buying outright, and your mortgage will only be on the share you’re buying. You can usually increase your share over time, a process called ‘staircasing’, and may eventually own the property outright. Monthly costs include your mortgage payment, rent on the housing association’s share, and service charges. It’s designed for people who can’t afford to buy on the open market but want to get onto the housing ladder.
