  • Planning approval secured for Blocks 9 and 10 at Waterloo & Queen Street Site in Romford.
  • London Borough of Havering and Wates Residential will deliver two 100% affordable housing schemes on the site comprising 107 high quality homes and a new community space.
  • The plans were shaped through extensive community engagement, with local residents’ feedback directly influencing the final design.

The regeneration of the Waterloo and Queen Street site in Romford has reached a major milestone, with planning approval granted on 26 February 2026 for Blocks 9 and 10, which will be the first phase of the wider masterplan.

Havering Council and Wates Residential received approval for the Section 73 and Reserved Matters application, following a number of successful public consultations throughout 2025, which helped shape the final proposals and gather community support.

The Waterloo and Queen Street development forms part of the 12 estates joint venture between Havering Council and Wates Residential. Under the first phase, the two blocks will deliver more than 107 high-quality, affordable homes, a new Community Space for local residents and landscaped public spaces that enhance the wider area.

Community feedback played a key role in the evolution of the scheme, with residents welcoming the partnership’s responsiveness to discussions around building height, balconies, landscaping and overall design.

Paul Nicholls, Regional Managing Director for London at Wates Residential, said:

“Receiving planning approval is a proud moment for everyone involved in our long‑term partnership with Havering Council and reflects the strength of this joint venture.

“We have worked closely with the local community to listen, respond and shape proposals that reflect what matters most to local residents. These approved plans bring us another step closer to delivering high‑quality homes, a valued community space and welcoming green spaces that Waterloo and Queen Street can be proud of.”

Councillor Ray Morgon, Leader of Havering Council, said:

”This decision marks an important step forward for the Waterloo and Queen Street regeneration, which will deliver high‑quality, affordable homes and new community spaces for local people.

“We are pleased to see this collaborative approach between the partnership and local residents throughout the process has helped to make sure the plans reflect local priorities, as we move onto the next phase of delivery.”

With planning approval now in place, the Joint Venture will move forward with the next stages of delivery, with Blocks 9 and 10 targeted for completion by late 2028.
